Necrodemus I established the network of ranger stations and populated them with
free rangers to guide the citizenry in their travels through the wild uncharted
territories.
It is known that rangers and minstrels consort with deepwoods coven. This was
overlooked, because the legal citizens needed some guidance when they traveled.
Eventually a sub-order of free rangers arose called Florridan Warriors. These rangers
owed no allegiance to the coven and everything to the empire.
